Registration and participation

Registration to WTDC-25 is open

Participation to the World Telecommunication Development Conference is restricted to ITU Membership.

Advance registration is mandatory, following these steps:

  1. Create an ITU user account (if you already have an account, go to step 2): When creating an ITU user account affiliated to an ITU Member, users must obtain approval of their affiliation from the corresponding TIES Focal Point prior to submitting a registration request.
  2. Register here : Log in with your ITU user account credentials and complete the corresponding registration request form. After successful submission, you will receive an acknowledgement of successful submission of the registration request.
  3. Your registration request is automatically forwarded to the corresponding Designated Focal Points (DFPs) for ITU-D event registration.
  4. Upon the approval of the DFP, you will receive a confirmation of registration email.

Admission

In accordance with Article 25 of the ITU Convention, the following shall be admitted to the World Telecommunication Development Conference 2025:​

  • ​Delegations of Member States;
  • State of Palestine [Res 99 (Rev. Dubai, 2018);
  • Representatives of Sector Members ;
  • Observers, to participate in an advisory capacity, from:
    • the organizations and agencies referred to in Nos. 269A to 269D of the ITU Convention;
    • any other regional organization or other international organization dealing with matters of interest to the World Telecommunication Development Conference.

Finally, pursuant to resolves 4 of Resolution 169 (Rev. Bucharest, 2022)Academia1 shall also be admitted to the World Telecommunication Development Conference 2025, as an observer in a non-advisory capacity

In accordance with Article 33 of the ITU Convention, CV/476:​

“…The organizations referred to in Nos. 269A to 269E of this Convention and other organizations also specified in Chapter II thereof (unless they have been exempted by the Council, subject to reciprocity) and Sector Members referred to in No. 230 of this Convention which participate, in accordance with the provisions of this Conv​ention, in a plenipotentiary conference, in a conference, assembly or meeting of a Sector of the Union, or in a world conference on international telecommunications, shall share in defraying the expenses of the conferences, assemblies and meetings in which they participate on the basis of the cost of these conferences and meetings and in accordance with the Financial Regulations. Nevertheless, ​Sector Members will not be charged separately for their attendance at a conference, assembly or meeting of their respective Sectors, except in the case of regional radiocommunication conferences. …”
